96% of organizations investing in AI report productivity gains, with 57% describing those gains as significant (EY US AI Pulse Survey, Q4 2025, n=500 SVP+ decision-makers). At the same time, only 1% of leaders describe their organizations as mature in AI deployment (McKinsey, 2025). The gap between "we see results" and "we are ready" is where most teams sit today, and it is the gap that an assessment-first approach is designed to close.
Most organizations get the sequence wrong. They buy tools, then run training, then wonder why adoption is uneven and results are inconsistent. The problem is that they never measured where people actually stood before they started. Building an AI-ready team requires three phases in a specific order: assess, train, benchmark. Skip the first step and you are training in the dark.
Why assessment comes first
The instinct to start with training is understandable. When only 32% of employees have received any formal AI training (BambooHR, 2025) despite 72% wanting to improve their skills, the gap feels like a training problem. And at the organizational level, 94% of CEOs and CHROs identify AI as their top in-demand skill for 2025 (IDC), yet only 35% feel they have prepared employees effectively for AI roles.
But training without assessment produces a specific failure mode: everyone gets the same intervention regardless of their starting point. You end up sending your most fluent AI users to the same introductory workshop as people who have never touched the tools. The fluent users disengage. The beginners feel overwhelmed. And the critical development needs (ethics, judgment, critical evaluation) go unaddressed because the training was designed around tool proficiency, not around the gaps that actually matter.
McKinsey's own research confirms this. They found that seven out of ten employees ignored formal onboarding materials for AI tools, preferring trial-and-error and peer learning instead. The conclusion is not that training is pointless. It is that generic training produces generic results. Effective training starts with knowing who needs what.
Assessment gives you three things you cannot get any other way. First, it gives you a baseline: an objective measure of where each person on your team currently stands across specific dimensions of AI readiness. Second, it reveals the distribution of strengths and weaknesses across your team, showing you where the real gaps cluster. Third, it gives each individual a clear starting point for their own development, which research consistently shows drives engagement and retention. Microsoft found that 76% of employees would stay longer at organizations that prioritize learning and development.

How to assess: what to measure and how
A useful AI readiness assessment for team-building measures five dimensions: AI fluency, critical evaluation, ethics and privacy, judgment and decision-making, and human-AI collaboration. Each dimension reveals something different, and the profile (how a person scores across all five) matters more than any single number.
Here is how to approach it in practice.
Start with your whole team, not just new hires. The biggest mistake is treating AI readiness as a hiring-stage filter only. Your existing team is already using AI. 55% of employees use it weekly (Section AI, 2026), and many are doing so without formal guidance, structured feedback, or any assessment of whether they are using it well. A baseline assessment of your current team tells you where you are strong, where you are exposed, and which people are your natural AI champions for peer learning.
Use scenarios, not self-reporting. Self-assessment is unreliable for AI readiness. Research from Aalto University (2026) showed that the more experience people have with AI, the more they overestimate their performance when using it. Workera's data tells a similar story: 32.4% of employees overestimate their AI abilities, and 56.2% underestimate them. That means nearly nine out of ten people are wrong about their own skill level. The only way to get accurate data is to present people with realistic AI scenarios and measure what they actually do, not what they say they would do.
Make it developmental, not punitive. Position the assessment as the starting point for growth, not as a pass/fail gate. When people understand that the assessment is designed to help them, to identify where they are strong and where they need support, participation and honest engagement increase. The data you get from a developmental assessment is also more useful, because people do not try to game it.
Disaggregate the results. A single "AI readiness score" hides more than it reveals. What you need is a per-dimension breakdown. A team where most people score well on fluency but poorly on ethics has a different problem than a team that scores poorly across the board. The first team needs targeted ethics training. The second needs a fundamentally different intervention. This distinction is invisible if you reduce everything to one number.

How to train: targeted, not generic
Once you have assessment data, training becomes a targeted investment instead of a spray-and-pray exercise. Here is how to translate assessment results into effective development.
Group by development need, not by seniority or department. Your assessment data will reveal clusters of people who share similar gaps. Maybe 40% of your team scores well on fluency but low on critical evaluation. That group needs a different intervention than the 15% who score low on fluency but high on ethics. Create learning cohorts around shared needs rather than organizational hierarchy.
Prioritize the high-consequence dimensions. Not all gaps are equal. A gap in fluency is an efficiency problem: someone takes longer to do things with AI, but they are unlikely to create serious harm. A gap in ethics or critical evaluation is a risk problem: someone might paste confidential data into an unsecured AI tool or accept hallucinated content in a client report. Your training investment should weight toward the dimensions where the consequences of failure are highest.
This is especially urgent given the data. 57% of enterprise employees have entered sensitive data into public AI tools (TELUS Digital, 2025). 38% of executives have made decisions based on hallucinated AI output (Deloitte, 2024). These are not theoretical risks; they are things that happen daily in organizations that have AI tools but no AI judgment.
Embed learning in work, not beside it. McKinsey describes this as "learning in the flow of work," and the evidence supports it. Formal AI training workshops have low retention rates, especially when they are disconnected from people's actual tasks. More effective approaches include structured peer learning (pairing people who scored well on a dimension with those who need development), scenario-based exercises tied to real work contexts, and embedded feedback loops where people practice AI use and get coached on their decision-making in real time.
Do not stop at training. Training changes knowledge. It does not reliably change behavior. McKinsey's upskilling research emphasizes that if employees are trained on AI but still measured against old KPIs, adoption will stall. The systems around people (performance management, incentive structures, feedback mechanisms) need to reinforce the new behaviors you are developing. If you train someone on AI ethics but their manager rewards speed over verification, the training will not stick. If you teach critical evaluation but the review process does not include an AI output verification step, the skill atrophies because it is never exercised.
The most effective organizations treat AI readiness as a management practice, not a training event. They build verification habits into workflows, create space for people to flag AI errors without blame, and reward the judgment calls that prevent problems, not just the ones that produce output faster.
How to benchmark: measuring progress and setting standards
Assessment does not end after the initial baseline. The third phase, benchmarking, is what turns a one-time exercise into an ongoing capability-building system.
Reassess at regular intervals. Run the same assessment every quarter or every six months. This shows you whether training is working, which individuals are progressing, and where gaps persist despite intervention. It also reveals new gaps that emerge as AI tools change and organizational AI use expands. A team that was well-calibrated on today's tools may develop new blind spots when agentic AI or new workflows are introduced.
Benchmark against external standards. Internal progress is important, but it does not tell you whether your team is ready relative to market expectations or regulatory requirements. The EU AI Act requires "sufficient AI literacy" for staff who interact with AI systems, with enforcement beginning August 2, 2026. These create external benchmarks you can measure against. If your team does not meet them, you know exactly where to focus.
For Norwegian organizations, external benchmarking is particularly telling. Only 8% of Norwegian HR departments believe they have sufficient AI competence, according to PwC Norway, and only 16% have standardized AI use in at least one process. If your team benchmarks above these numbers, you have a competitive advantage over the vast majority of the Norwegian market. If you benchmark below them, you know the floor you need to clear.
Track team-level patterns, not just individual scores. The most valuable insights come from looking at your team as a system. If your sales team consistently scores low on ethics while your compliance team scores high on ethics but low on fluency, those patterns tell you something about how different functions engage with AI. They also suggest cross-functional interventions, such as pairing the compliance team's ethical awareness with the sales team's practical fluency.
Make the data visible. Share assessment results (with appropriate anonymization for individuals) at the team and organizational level. When people can see that the team's critical evaluation scores improved by 15% over six months, it creates momentum. When leaders can see that a specific investment in ethics training produced a measurable shift, it justifies continued spending. Only 39% of C-suite leaders currently use benchmarks to evaluate their AI systems (McKinsey). Bringing structured people-readiness data to leadership conversations fills a gap that most organizations have not yet addressed.
The recruiter's role in building AI-ready teams
If you are a recruiter, you might be reading this thinking: "team-building is my client's job, not mine." That is true, but you are the one supplying the talent that either raises or lowers the team's readiness profile.
When you understand a client's team-level assessment data, you can make placements that are strategically additive. If the team has a weakness in critical evaluation, you can prioritize candidates who score strongly in that dimension. If the team is ethics-heavy but fluency-light, you can place someone who raises the overall capacity without duplicating existing strengths. This is a fundamentally different conversation than "find me someone with AI experience."

And because the regulatory clock is ticking (August 2026 for EU AI Act enforcement) organizations that start this process now have time to complete at least two assessment-training-benchmark cycles before compliance becomes an enforcement reality.
